Guillaume Bazard was born in 1963. He studied English, Scandinavian languages and political sciences.

He joined the French Ministry for Europe and Foreign Affairs in 1989. His experience includes political, consular and cultural diplomacy, as well as management. At the headquarters, he served in the Consular directorate, the Human resources Department and as Private Secretary to the Secretary General of the Ministry (1999-2003). He had a number of assignments in the French diplomatic network abroad, as political counsellor in Oslo and New Delhi, Deputy Head of Diplomatic Mission in Sarajevo (1996-1999) and Lisbon (2004-2007). From 2011 to 2014, he was Cultural Counsellor and Director of the French Institute in Norway (2011-20114). Before coming to London, he was Deputy Director in the Human Resources Department of the Foreign Ministry.
This is his second time in London, having been seconded to the British Foreign and Commonwealth Office in 2003-2004.
